Yeah I guess at this point we can say rotary engines were (in beamng universe) hugely successful and everyone and their mom successfully developed and produced their own At least for my smaller lore friendly vehicles I will have a rotary option, as well as a bit of lore that 'due to high specific output and increased fuel consumption/emmisions, rotary powered vehicles in Japan incurred an extra fee for annual road tax, thus many manufacturers produced both performance rotary models, as well as traditional piston engined performance models for those who didn't want to pay the extra fee' that way it will make sense to have both powerplants as factory models for all brands
i am wishing that spare tire the best of luck sharing an engine bay with a carbureted rotary engine that heat shield thats going to need to be there to separate the two might have to be water cooled LOL

The fact that ibishu and hirochi both has rotary engines makes sense because it's actually a licence . irl , the wankel engine has been brought by Citroën ( wich could've disapeared because of that ) , NSU (wich disapeared because of that) and Mazda who got pretty far with it
