    Make sure that:

-Your powerplan is set on 'High performance'
-The game is actually using your GT450M instead of Integrated Graphics
-You have the AC Charger plugged in while playing

The actual model of your CPU could help.

That's kinda slow. I won't be surprised if you get low FPS with that.
Try disabling intervehicle collision (Options / Gameplay / Disable collision).
Obviously, you won't be able to crash cars together with that on, but you should gain some more FPS.

    In a laptop you dont.

The 540M graphics are also inadequate for BeamNG.

Low end hardware for this game.

I would avoid a laptop at all costs even on my old pc that ran 20fps at 720p low settings and then on my new pc I am running High settings on full screen and I get well over 60fps but on a few densely populated maps with tress and vegetation I get around 40fps but its all good for me...

    Make sure that:

-You are on 'High Performance' power plan
-You are using your dedicated graphics (the Nvidia one)

... your CPU according to intel the exact model should obtain a turbo speed of 3.1Ghz.

When did it run fine and when did the problem pop up?

The game currently uses more GPU then ever, so you might want to crank down some relfections, shadows turn off SSAO, HDR, and DOF, turn down mesh details to low/normal.

These are the solutions you should first be after.

What form factor are you running? Desktop? Laptop? [assuming desktop here]

Firstly, this thread didn't need bumping. Secondly, a 64MB Intel HD Graphics? That system does not look like it could run BeamNG at all!
