In my state we have some insane on ramps because the highways were built in the 40s/50s back when cars would only cruise 45mph. This is an example of a bad one, granted, it's out in the middle of no where so it isn't that busy. Speed limit is 55mph(88km/h) but the average speed is around 70-75mph (110-120km/h) and up to 80mph isn't uncommon. Those are stop signs at the end of the on-ramps. No merge lane. You NEED to punch it to get on otherwise, you'll be sitting waiting for a break in the traffic. Good luck with that during the day.
Yet I walk into a Best Buy with a nametag, some Chinos, and a blue shirt, and give people fake advice about the computers. I also go into the break room and eat the muffins, and everyone thinks I work there!
The chances are that whatever engine is in it has had a lot of hours of being turned on, not necessarily moving. So the engines are gonna of had a tonne of wear even if they don't have many miles and there is always the concern of it getting bumped around a lot, especially considering how US police use their cars "gently" to "persuade" people who don't comply. Also, things haven't gone well for people who have had apps that display flashing lights on their phone screen. Full police lights are not going to be looked upon too kindly...

Amazon will, but again, I have ZERO respect for criminals, and police impersonators. The phone based police lights are quite scary though, imagine those in the wrong hands...
Yeah, in mass, they won't let you have blue or red neon kits (not that you'd want one...) because it looks like a police car.
You can any lights you want on your car, Or at least you can here anyway. However having, and using, are two very different things. I know a guy who got a 93 9C1 Caprice at a police auction, and literally all they did was paint over the decals, pull the shotgun out, and empty the trunk.
Very much so. The last thing the police want are people being put in situations where they can't tell who is for real and not. It would erode trust and public perception so quickly.
I saw a pickup with blue neons on the way to North Carolina, and Immediatly shouted "Those are Illegal!"
They could be blacklight neons, strangely those are legal. --- Post updated --- A blue-and-red underglow charger would look soooooo riced out.
From a quick google it would seem there are no laws specifically against underglow lighting here (in the UK). But many other laws make them almost a no go zone.
