If you are CPU bound, yes

It probably means that you have a CPU bottleneck. Nothing serious as long as the FPS aren't bad. Anything over 30 FPS is still playable.

You can get a Core i3-6100, H110 motherboard, and 8GB DDR4 RAM for under $200. That'll plenty sufficient to play BeamNG. Also, you really should get a new GFX card. I recommend getting an R7 370. It's inexpensive (under $150) and runs very well, better than the GTX 950.

I probably am going for a rocessor first because i want to wait for the new gen of AMD cards. And i will probably get a I5 6500 with Kingston HiperX 8GB RAM and a MSI Z170A PRO Carbon if not a I5 6600K so that I can overclock it.

Question just is, how much do you play BeamNG and what other games do you play?

Then the i5 might just be an idea. Minecraft and GTA V aren't a problem though. Anyway, don't look to buy more than you can really afford.
Just saying, that's a real problem.
You know that I have to say something about the i5 4690K and the GTX 970/R9 390 being a way better choice in that situation, do you?

Still very quiet, and better airflow/SP means you can run them slower for less noise - still louder than the F12s, but not by much. Also Noctua fans look like arse, Corsair looks awesome and the rings can be swapped to match your build's colours.

While it's a good idea to get a new CPU first (you're actually CPU bound in lots of games), don't get a Z board with a non-K CPU, it's pointless. Get an H board if you can't afford a 6600K.

Which is only essential if you have a window in your case or like to run it with open side panel for maximum adorability, but yeah. Totally right.

Virgin came and installed our new Super Hub 3 and upgraded us up to a 200Mbps plan for free.

Not for gaming. An i7-6700K gets 5-10% better performance in games over a 6600K, that's with an overclocked Titan X. OCing the 6600K to 4.4GHz closes the gap entirely.

On the GPU side meanwhile both the 970 and 390 are easily 60-70% more powerful than the 960. And most games are GPU bound - with an i7 and a 960 you have a GPU bottleneck, with an i5 and a 390 you still have a GPU bottleneck, but it runs better because the GPU is more powerful.
