    Fun fact: Bob Ross used to be in the air force. After he quit, he swore never to shout of yell again, which is why he is so calm. Also, in one of his programs, he said, "I'm waiting on the good times coming." Which was just after his wife died.

    It means shrug, and just like jacket said, it also means eh im okay (It uses the japanese kana/tsu symbol so you can't get it on your english keyboard)
