Step 1: Find the zip file of the car you want to import in blender in : C:\Program Files (x86)\Steam\steamapps\common\BeamNG.drive\content\vehicles or whatever your beamNG install dirrectory is.
Step 2 : Inside the file, search for a ".dae" file. Not .cdae. In some cases there might be more than one .dae file, however the names are usually fairly clear. Worst case scenario you can import multiple of them in blender.
Step 3: Copy those .dae files somewhere outside the .zip. Personally I just drag and drop to my desktop. This is required because blender can't deal with zip files.
Step 4: In blender, do "import->Collada (.dae)", and choose the .dae file you just copied. You can repeat this for as many files as you want.

Tires and wheels are "common" assets, so they aren't attached to each individual car.

Open up "C:\Program Files (x86)\Steam\steamapps\common\BeamNG.drive\content\vehicles" and go into the common.zip.

Wheels are in the various dae files in ...\common.zip\vehicles\common\wheels
    Tires are in ...\common.zip\vehicles\common\tires

Do note however that they are located at 0,0,0 in the model file, so you'll have to do a bit of moving things around.
Some tires and wheels are also scaled on the jbeam side, but depending on what you want to do it should be easily to just eyeball it if there's a minor width mismatch.
