I'm imagining you're talking about BeamNG vehicles, right? Blender can't import files directly from a compressed folder iirc, so first, you'll need to open up the .zip file that contains the vehicle. Official content will be in your Steam directory (C:\Program Files (x86)\Steam\steamapps\common\BeamNG.drive\content\vehicles if you got the game through Steam, not sure about otherwise), and modded content that you have installed will be under Documents\BeamNG.drive\mods by default. After you enter the file, you'll track down the .dae files that you want. Many official and modded vehicles are split up into several parts, so select however many you think you'll need. Copy them, and paste them to a common place, such as your desktop. From there, you'll enter Blender, go to file>import>Collada (.dae), and navigate to the files you pulled from the vehicle .zip earlier. Select them, and import them (haven't checked newer versions of Blender, but you may need to import them one at a time). You should see the vehicle, potentially in multiple configurations at once, in full 3d in Blender. Do be aware that some parts are shared between every vehicle, so wheels, lightbars, steering wheels, etc. will probably not show up without some extra work.

Some steps hinge on what you're trying to accomplish after you import the car.
