License Plate Normal Maps Don't Load

    There's a bug where the normal maps for license plates don't load. This makes plates look dark and flat. The only way to fix it is to regenerate the license plate.

    The rpm ui still hasn't been fixed too, so it's not really weird. 0.23 caused lots of problem and almost half of them are fixed now :/
