I made a West Coast street circuit based on the original WCA map and it now has 882mb. Is there any way to get around that limit?

Um, I'm not sure. However, @bob.blunderton manged to get Los Injurus uploaded to the repo and that mod had 1.1 Gigabytes I think. It may have took a couple days though. Hopefully a staff member can help you with this mod issue you're having.

Well, you should pack your stuff prefab and upload it that way.
Textures can be left as game:/levels/... (full path etc) to save on 'weight' and not need to be included if they are from the main game folder maps.
You essentially would only need to include the changes in your map this way with the prefab method. One of the moderators/support folks/mission guys can help you here, to save your work without having to re-do it all. It looks nice though and I'm sure it's fun. So stick it on the warming burner for the moment until someone gets back or look up how to make missions (and back up your work!).
    TL DR
I doubt they will allow what is basically re-uploading a stock map with a circuit course added in, if it's over the size limit. Definitely look up how to make this a 'prefab' for a mission.

I have two maps over the size limit here, but they both pack a TON of content and are huge, so it's a special-case and shouldn't be expected.

As Bob said, if you added objects on the original level, you should not upload the whole thing, since 95% of the thing is just the original level.

What I suggest is converting it into a time-trial circuit.
Your objects would become a prefab (ie. a json file that tells the game what asset to load, and where to place it), and it will be loaded when you select your time-trial.

Not only it will greatly reduce the file size to a few MB, but it won't conflict with the original level.
