No, you don't. Mods do not simply go in Beamng folder, you have to go to Documents, then click BeamNG.drive, then after that click Mods, and then put the mod zip there.
And the mod still doesn't show up? You checked the mod-manager in-game to make sure the mod is active? Did you check if others mods are doing that?
I have the same issue with the mod non appearing in the car selector, and if going to the mods menu, it's not recognized as a vehicle : downloaded it twice, cleared the cache each time before launching the game. It's a issue of the mod folder structure, no vehicles folder into it, when i unpack it and move it to the proper location like kart/vehicles/ndx_crashkart/ it works again :
Got it. Really strange it happened. Anyway, fixed already, just waiting for the forum problem with attachment to be fixed so that I can post the update.
Quite honestly the pole version 2ft higher and a bit wider would be neat. When I'm too lazy to powerslide into a tree the pole crash cart saves the day.
What other people said above you. There is a tiny issue with the folder structure. I've fixed it already, but waiting for a bug on the forum to be updated. When the update is out, get it and it should work.

What's the problem? It's more likely on your side, works fine here. Are you sure you are using the latest version, and that you do not have older versions around?
