    My specs:
    CPU: i3 3.3GHz
    RAM: 8GB DDR3
    VIDEO: Radeon R7 240 low profile 4GB

I think its good enaught, BUT the shadow settings are taking too mych there...

Im playing on these settings Lowest.JPG (max FPS there was 22 or 23.5 [in Dry Rock map])
Without shadows, its bad to look at the game, but i know these specifications can easily run it good.

So, whats the problem there? now im playing only in grid map, couse other maps need to be playing with normal shadows... :/

The R7 240 is a very low end card. So low end in fact that the first review on google even states and I quote "The new AMD Radeon R7 240 graphics card, though, is about as lowly as it gets - and consequently comes with a bottom of the barrel-grazing £46 price tag"

It is not adequate for high settings at all.

    GTA4 is not BeamNG.

This game also has high CPU requirements, you certainly do not have a high end CPU (although I'd imagine a 3.3ghz i3 faring ok, not brilliantly but at least ok. Turn off anti aliasing and decrease shaders, see if that makes a difference. Check if frame rate goes up when physics is paused (if it does then the CPU is at fault, but you wont ever run this game all high on a 240)

    aliasing - off
    shader - low

now its from 22.4 to 30 FPS

    and with loghting - low
    only 16 FPS

    :/

my old vodeo card was Radeon 6670 1GB, what about it?

Not exactly a powerful pc, and you just barely make the medium system requirements.

    http://wiki.beamng.com/Requirements

Dry Rock Island and East Coast are both very demanding maps and therefore can't be expected to run well on a weak graphics card.

Additionally a HD 6670 is about as weak as the 240.

If you disable PostFX (especially SSAO) by pressing Ctrl + O and disable the effects you could see a huge boost in fps.
otherwise just disable antialiasing and shading.

Oh, Thanks, I disabled the PostFX and it runs very good now, all setings on normal, the game runs smooth now, very good... :)
