Theoretically, a taxi version could be doable. IRL, there are Town Cars being used as taxis, but they weren't originally used as taxis, rather converted into taxis from regular civilian TCs. So, perhaps the same thing could be done with the Windsor, as well. There's also a handful of older TCs that are dressed up as police cars, but aside from a handful of much older models that were used by the department in Dearborn, MI (we're talking like...late 70s-early 80s)...the rest might just be masquerading as police cars, not cars actually used in proper police service. That's not to say a police Windsor couldn't be made, though...
The Enterprise L models are already exclusively sold to Livery companies (basically fancier taxis) and the G.U.V exists too which fits its role
