Power plan issue with Ryzen CPUs

    I just noticed that launching Beam messes up the power plan setting on Ryzen systems that use AMD's power plans (this excludes the 5000 series due to it not using these in the Chipset drivers). Beam should try to apply the AMD performance power plan if it detects a Ryzen CPU older than 5000 series. I've had issues with the CPU setting itself to 800 MHz at random when not using AMD's power plans on the Ryzen 3000 series.

    Or at least have the force high performance plan set to off.

    My friend with a Threadripper 3970X is also having this problem. just wanna confirm its not just him
