Problems with version .017.0.0

I have a fairly powerful Intel I-7 with 24 GB of ram and windows 10 pro installed on an SSD as well as the game, lately even in safe mode (To bypass any mods) I have to totally delete my cache folder in order to completely load up the game to where I can drive the vehicle! Even when I do that the load time is totally ridiculous, it sits at spawning player for a hell of a long time!!??? Please help

If it's sit at Spawning Player, which normally only takes a few seconds, then more likely there's a problem with your vehicles.

I'd advise a Clean Install as explained here:
https://wiki.beamng.com/BeamNG_FAQ#How_do_I_perform_a_clean_reinstall.3F
Do not skip any step please. That will also up date your game to the actual latest version.
