so for the past few weeks, i've been really tempted to find a way to not just port, but make a more enhanced version of GTA IV's Dinka Perennial
    Perennial-GTAIV-FrontQuarter.png
my plans would be to offer unique trim levels, configurable parts, fwd and awd drivetrains (with mainly 4 cylinder engines and maybe a v6), a fully modeled chassis, undercarriage and suspension system, a unique, organic jbeam created from scratch, and a detailed interior, most likely drawing from sunburst and vivace assets among some custom touches

so, would this be in line with forum modding rules? if only the base mesh and vehicle likeness are another studio's work? i've seen a few mods on the repo using models with credit, while also providing enhancements, like the prasu
i checked the forum and modding rules and couldn't really find anything about this

You need permission from the original author (in this case Rockstar) in order to redistribute their work, even if you make improvements

My suggestion would be to "remodel" the Dinka, maybe tweak some things you don't like, add stuff, and possibly change the brand (?). That way it's entirely your work and you can do whatever you want with it.

You can find the mods section rules here and the modding (repository) guidelines here

that is very true, but isnt GTA5 a free game?
if so, then if he made the mod could he get sued by rockstar?

doesn't matter if it's free or not, what matters is that it's someone else's work and reuploading it without permission is not allowed

I don't think R* cares about GTA IV anymore, as they are too busy sucking each other's asses over GTA: Online, so I doubt he would get sued. But like @LucasBE said, since R* made the game, that car counts as their work, so if this person ports it and tweaks it, it's reuploading, which on this website, is not allowed.

about what Lucas said, if i made my own model of similar design, and created a new brand or put it under a beamng marque, then i would be in the clear?

It's not. The digital version of GTA 5 you get on Steam/Playstation/Xbox costs 30 dollars iirc. GTA 4 is not free either.

Well the last time I can remember it being on Game Pass was early-mid 2019, so 2 years ago now. And if you just look on Steam, the PS store or Xbox store, you can see that all the available GTA games cost money, you don't need to play them to know that.

Anyway, good luck with the mod, I like the stuff you have planned, it'll be very cool seeing these features come to fruition. The Perennial was always one of my favorite SUV/minivan/wagons in the game.
