Bullshit, I get never dip bellow 40fps at 1080p on max everything with the 1.0.7.0 patch on the stock game and my gpu isnt as good as yours. Hell I get better performance with Icenhancer 3. 0 on medium.

I played it fine at 30-40 FPS unmodded, and your PC is much better than mine. ICEnhancer however takes it to an unstable 18 FPS. My problem isn't that as I only want to use it for screenshots, but as soon as I install a car mod the game fucks up and crashes on startup. I'm running 1.0.7.0 with ICEnhancer 3.0 and custom textures. At least I have a backup of the stock game including my completed game saves. Could any Steam users here tell me what mods they have and how to install them (in what order)?
Then you've installed it wrong or tried one that didnt work and are generalising. Hmm no idea, what patch do you have?

Right click GTAIV.exe and go to details, if you still have the Un patched game then it will be awful performance wise.
I tried 3 different mods. I've been using the vehicle mod installer because OpenIV went full derp when I opened vehicles.img... Maybe it's because I changed vehshare.wtd?
Hmm should work fine at that, idk. Maybe try re-installing the game and or patch perhaps? not really sure what else it could be. Yeah the vehicle mod installer should work fine, that's how I've installed all my mods since I started playing and out of all of them I've only had maybe 3-4 crash the game. Make sure the vehicle.ide line as well as handling have a valid name and are correct, alot of them will have handling lines in the readme with the mod name instead of a proper car file name for example (BMW E39 1000 34 343 ,etc.) when it should be something like (ORACLE 1000 34 343 ,etc.)
The robin's great fun in Assetto Corsa... Try racing with a bunch of robins on Vallenlunga Club. You should see robin's tipping and rolling all over the place. OT: Some pictures from ETS2. I enjoy taking pictures of the scenery more than trucks.
That does genuinely look fun. Mind you the way the robin behaves looks really odd. I'm not sure if its because of the rigid camera setup or the physics doesn't really account for 3 wheelers properly.
An issue with vehicles.img would only crash the game once the player spawns a damaged car, unless the entire file was corrupt. Crashing during loading in GTA generally comes from a mistake in handling.dat, vehicles.ide, or carcols.dat. Make sure you don't have any empty lines within them, or a comma where a dot should be.
I'd play GTAIV. Looks nice. This is what I've got though. Beats the everloving crap out of my GPU though. 99% usage on a 7970 really heats up. Looking at 40fps too. I can even downclock my CPU to a fixed 3.4Ghz and still be GPU limited.
