    this is incorrect, the only servers that were shut-down were the ones that ran the GFWL official store, the activation servers(and therefore the ones that manage logging in) as well as the MP matchmaking servers are still online as they were run off of the Xbox live server's

    if you're having trouble getting gta iv working on windows 8 or newer, try installing this:

    (steam claims it does, but at least in my experience it either installs an older version or none at all, at least in windows 10 this is what happened for me)
