well for me the in game repo shows up and lets me go through the mods, although when hitting the subscribe button, nothing starts to download and it just sits there

We have fixed it internally, that's why it's online.
But you won't be able to use it, as the game also requires a fix for the repository to properly work.

There's a hotfix incoming for that.

FYI, The mod manager is now causing the UI to lag... badly... It keeps trying to update mods but can't, so every few seconds, the game stops responding when in a menu. Is there any way to turn updates off for now?

Should not be happening, as we disabled 'Automatic Updates' server-side.
We will be checking again, but for now you can turn off the setting in Options > User Interface
