Putting the mod in vehicles usually works but sometimes doesn't, if the mod has a common folder for wheels or something then the folder won't work if you put it in vehicles. It's always better to put it in mods to make sure everything works.
look jus try in safe mode and see if everything goes back to normal. If it does, then it's one of your mods causing the issue. I generally just remove my mods in a new update of the game because of glitches like this P.S. there's a replay and quote button at the bottom right of our messages
