    could we have somesort of tagging system like facebook so we could tag our forum friends and modorators in in post that we think they'll like or that are inappropriate

    Why tag a moderator in a post you think is inappropriate when there is a functional report button

    There is already, just add @+Username
    @youdidwhat!!

    And yeah, if you have to report something, just use the appropriate button.
