In this game you are way, WAY more likely to wreck your car before needing to refuel than to run out of fuel. And if you do run out then usually by ruptuting the fuel tank which means you can't really refill it.
Well, Not everyone is into crashing. some might not reset because their car hasn't been wrecked, some are racers and drifters etc. Some Cars also have half fuel on them when spawned. There are so many reasons to use refueling! This will also be critically needed in the upcoming career mode since it might be open world. The Possibilities are endless!
Maybe like two years ago some guy on this forum posted a console command that lets you refill your fuel tank(s) without resetting the car, but having looked through the forum using the search function, I haven't been able to find it... Maybe someone who knows the commands better might know which one it was
