Tire smoke FPS drop.

    On certain maps, such as Stairway Mountain and Desert Highway, whenever there is any tire smoke, the game just drops FPS to like, 2 FPS, I have no clue how to fix this.

    Specs: i7-920 OC'd to 4GHZ
    Radeon HD7970GE
    10GB RAM DDR3 1333MHZ
