    Intel i5 2500k 3.3Ghz
    GTS 450 1GB
    8GB Ram

Default settings, 1x AA, 16x AF, Default PostFX
    1080 resolution (windowed)
All maps (except Grid), whatever vehicle

    Avg. 20-25FPS

    On Grid map - 40-50

At 1024x768 windowed I get an FPS boost to 40-50FPS.
I guess my GPU is struggling.

I think the 8GB thing isn't so much a requirement as it is "we haven't tried it on anything lower, so do so at your own risk" sort of thing.

    Specs:

    CPU: Intel Pentium Dual-Core E6600 3.06ghz
GPU: Sapphire AMD Radeon HD 6850 1GB (OC core:850 mem:1200)
    RAM: 4gb DDR3 1333MHz

    Settings:

    Fullscreen 1080p
    Everything on low
    Vsync off
    AF off
    AA off
    PostFX all systems disabled

    Setup:

    Map: Dry Rock Island
    Car: Gavril D15
Just driving around and crashing into a tree ;)

    Results:

    Max: 21 FPS
    Avg: 17,883 FPS
    Min: 15 FPS

    Conclusion:

I am dissapoint. That's basically it :D Oh well, it's a good excuse for an upgrade ;)
With 2 cars it's basically the same results, but divided in two :)
Can't expect much from a Pentium anyways.

I think your biggest drop is with your VRAM.

    I have an i5-655k @ 3.2
    nVidia GeForce GTX460 2GB @ 1920x1080 (32)
    8GB DDR3 memory
    Windows 7 x64
    And I'm getting.
    Highest FPS: 111
    Lowest FPS: 72

    With everything on high.

Video memory has to be the biggest contributor.

Downloaded the free version of Fraps to use as the benchmarker just to keep things more standardized.

    Hardware:
    OS
    : Windows 7 Home Premium 64-bit
    RAM: G.SKILL Sniper 8 GB (2 x 4) DDR3-1600
    GPU: HIS Radeon 6950 IceQ X Turbo 2GB GDDR5
CPU: AMD FX 4-Core Black Edition FX-4100
System Drive: Samsung SSD 830 128GB

    Settings:
Everything at lowest, all PostFX off, at native resolution in borderless windowed mode (1920x1080).

    Scenario:
Loaded up Small Island, waited 10 seconds for the FPS to stabilize and everything to load. Drove the stock D15 from the starting spawn, turned right and went over the bridge, crashed into the tree on the left after the right-hand turn, let the truck come to a stop.

    Performance:
    Avg: 74.357 - Min: 15 - Max: 110

The game is near unplayable in at that 15 fps drop, as it becomes impossible to react and some input lag also seems to take place. Will do another benchmark at higher settings and edit it in later.

    Edit: And a second test.

    Settings:
Everything at high with antisotropic filtering off and anti-aliasing at 4x, all PostFX on except HDR, at native resolution in borderless windowed mode (1920x1080).

    Scenario:
Loaded up Small Island, waited 10 seconds for the FPS to stabilize and everything to load. Drove the stock D15 from the starting spawn, turned right and went over the bridge, crashed into the tree on the left after the right-hand turn, let the truck come to a stop.

    Performance:
    Avg: 34.249 - Min: 14 - Max: 42

Actually more playable this way, and one of the reasons I've gone to more middle settings just a little below this when playing normally and recording. The input lag is still there in the drops, but it's easier to react when the drop isn't so large and sudden. Still no way in hell I could drive the Civetta Bolide around Small Island anywhere near as fast as I'm capable without 24 FPS and non-laggy controls though.
