If I had to guess I'd say that they left it out because it A: was still too WIP to put in or B: it caused a bug(s) that they didn't have a quick fix for. Apparently they're releasing a quick fix soon though, and with the overheating and Mirimar (which looked pretty complete and was even used as the teaser for this update) up their sleeves we might get another pessima-burnside kinda situation with two killer updates back to back.

Because it's not ready yet. The devs won't hold stuff from us, when it's ready we will get it (At least that's what I think)
There is the value again, all the cars now have a value, as well as some parts like the radiator. I'll bet they're starting to work on a campaign. Maybe we'll get it by the end of this summer, as they said they expected the game to be feature complete in May of this year, but it will probably get pushed back a bit. So august/september for campaign I'm guessing.
The value stuff was already a thing before 0.4 (IIRC). Only for the Pigeon though. Also, it was only there for one version before being removed again.
i think the devs should take a break for a while. They work really hard, and I don't know if you noticed, but they are humans too.
I believe value plays a different role here. Example: You have a oil with [value1] temperature, whilst your radiator drains [value2] heat, and you have [value3] liters of fuel in the tank. --- Post updated --- same here
meanwhile... im still waiting for some simulation stuff, Torque Converters and stalling, transfercase simulation (switch from 2wd to 4wd on the fly)
I feel like we're close to all that. They're working on engine thermals right now, so we can finally blow and engine if it gets too hot, and I'd imagine that the stuff you ask for is coming with the thermals as more advanced simulation arrives. I feel like stalling won't be implemented until they at least have a proper engine start/stop sound. Also, will we be able to pop start cars?
yeah, the thermals are a pretty awesome feature, an overheating burnside would be good, wear and tear on the cooling system would be nice too
Is the Ibishu Miramer (If I said it right) coming with the next update? Because the Ibishu and ETK looks like it's done.
Well the miramar was teased first, so I'd imagine that would be the one we get with the next update Unless the devs feel like being benevolent gods and give us two cars with one update which has never happened. Also I think Utah is done/almost done. With the amount of work Hutch has put into ECA, I feel like he may have run out of things to do there and is using techniques learned there and applying them to ECA.. Plus with it teased in the ETK navigators preview, I really think the chances of it dropping in the next update or two are very good.
