Most of the time (Not always), releases are released at around 15:00-20:00 UTC time. 0.21 was NOT, but mostly 20:00 according to old steamdb dumps. You can also check yourself, if you'd like to, at history (not a rickroll, I promise), just sort by the PUBLIC branch updates, and nothing else.

Maybe they're working on new lens modes? I don't think you can to a little planet effect in photomode.

 

Yeah, either that, or @Nadeox1 spent an hour zooming out and editing in photoshop to get the perfect photo to fool us all
