If the sentence starts with 'hear me out', It's probably something insane. 'Hear me out, see, BeanNG references the bean yeah? and beans were likely first domestica'ed in Meaxicow. What duz Meaxicow have a bunch uv? Deaserts. What is Jawnsin ValleE? a deasert. Now see boah, 'bout the pennagawn...'
I can't tell if this is an extremely well made shitpost, or completely serious. If it is completely serious and there really is an alt-right conspiracy theory about "BeanNG.drive", maybe this could be hinting at a military vehicle being added, because the alt-right tend to like the military and military-related things. It could be an amphibious vehicle, like a WWII-era Schwimmwagen. It could also just be referring to a car that looks like a bean. Maybe something like a Stout Scarab or the Schlorwagen. It would make sense because we don't have any pre-war cars. A quick google search tells me that haricot is another word for a navy bean, which could mean that there will be an amphibious vehicle, or maybe a boat. According to wikipedia, it's also known as the Boston bean and is used in Senate bean soup, so maybe the next map will be a city in the northeastern United States. Beantown is also a nickname of Boston, although it is referring to Boston baked beans, not navy beans.
I mean the most obvous thing would be an ingame radio since this literally translates to Radio Bean(ng) But I don't really see this happen, especially since the devs have moved away from telling stories in game (eg. carrer mode)

No song, as in 'radio silence'. Or perhaps its a referrence to "giving it the beans". Or nothing. Radio Beans is just silly, and it could just be an elaborate fart joke - with haricot beans being most commonly sold as baked beans. Either way, I'm liking this speculation.
Possibly something with a very crude radio-wave weapon? The French word "haricot" can be traced back to a proto-germanic word for "to destroy"
