You know, I was just thinking, and I realized that a more complicated tuning system, depending on how it was handled, could actually damage the realism of the game, depending on how deep it goes. If it's just a "part A adds/subtracts __ horsepower at ____ RPM" deal then a stage-based system would actually come out more realistic as parts tend to interact in much more complex ways - a too-large exhaust will slow you down as much as a too-small one, for example. Something like a new camshaft has to be carefully matched with the cylinder head to deliver maximum performance. And so on.
I think they probably thought of that. it would be a bit stupid from to release JUST the parts without any risks to equipping them
Easter is also on April 1st. Maybe your right, they could be making it a special easter present the update.
I would certainly be happy if they did it as some trolling from the devs isn't bad once a year... And most of the times they fix their troll like a day after so it wouldn't be any real loss.
Do you really think they want to deal with all the shit the 12 year-olds would throw if they did that? It's bad enough on a day-to-day basis here, releasing a prank update would take weeks to clean up.
