SOLVED Vehicles spawn with engine off, even when Default Ignition State is set to "Ignition: On"

Update: Solved, ended up deleting the settings folder from my Userfolder in order to reset my settings, which fixed it. Really not sure what was causing the issue, but something was wrong with my settings...

Been having this issue where all of a sudden whenever I spawn a vehicle (Respawning, or spawning a new vehicle) it's engine is always off, or on accessories mode. I've tried clearing cache, disabled all mods, and tried changing the ignition state setting to no avail. This issue does not happen in safe mode, but don't think that it is mod related as the issue persists even when all mods are disabled.
Not sure what else I can try, so any help is appreciated. Thanks!
