i'm worried that this might be a hardware issue but it's strange considering this wasn't happening before 0.35, tried everything, reeinstalling drivers, older drivers, different settings, no mods, and it seem that it specifically happens on vulkan and not directX, been fighting with this isse over a week now and this is my last attempt on fixing it which is reporting it here, does anyone else have experienced this?

Hi! Yes, I'm having the exact same issue. What I have concluded is that when the framerate drops below the monitor refresh rate, the flickering starts. When the framerate is higher than the refresh rate, there's next to no flickering.

This video is a bit choppy because it's the windows default recorder, but i'm averaging 45fps here (<75) while all inhabitants of the Italy island decide to go shopping at the same time.

I have also experimented with settings, graphics, frame limiters and screen modes but the issue remains.

thanks for your feedback, i feel a relief to know it's not a problem on my end, it's just upseting that i just got a proper GPU to play this at a proper framerate and when i finally install it, i get to play for 1 week and they update the game and it goes back to feeling as it was with my previous GPU.. i just hope they make vulkan stable like 0.34 was again..

I was also experiencing this issue when I was using a laptop that had a GTX 1650. I'm pretty sure that it started happening in 0.32 for me, so the issue has been present for quite a while now. I still see this happen on my desktop, but way less frequently. It seems to happen more often as your fps goes down.

Update; tried limiting my FPS to not pass the monitor's Hz (75Hz, i put 73Hz as FPS limit) but it seem the FPS limiter doesn't really limit it perfectly, i still see some fragments exploding on my screen sometimes, specially when there is a load and the fps drops a little and it perhaps recovers from it, tried limiting the fps from many different forms, riva tuner, gpu settings, in game settings, none seem to actually block the fps from perfectly not passing 73

version 0.36 running on RX580 2048sp with latest drivers, i have 110fps average in career mode on vulkan, the flickering still happens, most noticeably on menus and after a long session, like 7-8 hours it gets so worse that my average frames drops to the 40s and it's borderline unplayable, tried updating drivers, other games that run on vulkan don't have this issue (a hat in time, asseto corsa, modded minecraft..etc).
i hope a fix comes up cuz the fps improvement is crazy it goes from barely 70fps in normal to 100+ in vulkan :'D

I switched to Linux a few months ago and I still see this issue occasionally. The native Linux version uses Vulkan as the renderer, so that's why I still see it. The best way to prevent it is to just have high fps (obviously not something everyone can do). If I play with lots of traffic for example, and I get dips below 60 fps, then I start to see it. I also have the background frame limiter set to it's default 30 fps (the game will be limited to 30 fps when not in focus), and I usually see the flickering issue in-game behind the window I have open that's in focus. So it seems like the lower your fps, the more often you'll see it, at least for my system.

ive found that they are alot worse when your being bottlenecked by cpu like cars with features such as carplay etc and lots of traffic try keep your gpu at 100% by turning down mesh quality shadows and any settings wiht moderate/high cpu usage and it makes it alot better + using adrenalin 23.5.2 drivers makes it so i only have stutters/flashes every few mins as apposed to 100 times a min
