WC Drag Strip Lights Always Break + Worse Performance w/ AI

So after the last hotfix, the drag strip lights on West Coast CONSTANTLY break for me, regardless of if I have mods enabled, and the trap board at the end is fairly unreliable as well. On top of this it seems like the random opponent buttons never worked for me. Video is below of a handful of runs to show just how unreliable they are (plus bonus screenshot taken after I made this topic showing a fun goofup on the board, the number on my lane should be a 123mph trap).

In addition to that, I've also noticed that performance with multiple cars has gotten worse. On East Cost before the last patch I could easily cram 5 AI traffic cars + myself in and still be comfortably sitting in the 40-50FPS range which is fine by me. Now I have to lose at least one of those cars to maintain the same performance, or else my CPU gets slammed too hard and the framerate dips into the high teens/low 20's. Game install is only about a week old and nothing has changed in the way of game settings or stuff on my PC since the patch, so it's pretty much only the patch at fault here. Basic PC specs below for what that's worth.

    16GB 1333MHz RAM
    GTX 1050Ti
    Windows 10 Pro 1903
    OS + all of game's files are on a 250GB 840 EVO
