Could you go the BIOS and check the voltages from there? Also what motherboard you have?

May I ask how much thermal paste you applied? This kind of issue can easily be caused by using way too much paste.
I'd recommend taking of the WC block, cleaning everything from paste and reapply it with fresh paste.

I refreshed the thermal paste today and it seem to work a bit. Now I got 810 points in that cinebench with max temps of 91°C. But it is not perfect yet. I guess the cooler block is to big and touches the CPU holder. Anyway I bought a new cooler, not a liquid one this time (not just because of this issue, but because of noise and another project I want to build with it (hint)).

You shouldn't be running high stress benchmarks if you already know you have thermal throttling (99-100*C temps).
