West Coast Nighttime Lighting

Hey I was playing in West Coast USA and is there any way to turn the many street lights in the game on? I looked all over the internet but I couldn't seem to find anything on the subject. It really bothers me that there are no lights in the city at night. I know you can have street lights too because I saw some lights in Nevada.

I'm pretty sure you have to turn it to night time.

 

Yeah, I forgot to mention, the lights are off during the night

 

I don't know where I read this but the reason why I think night time lighting dose not exist yet is because currently headlights are brighter then the sun. The reason being is that game engine does not do lighting very well. It can do shadows well but it can't do nighttime well. Also for me at least headlights on heavy intensive maps causes the game to chug at 10fps from 25fps. But that's why I don't think street lights have been added is because they want to change the lighting system before that.
