What happened to the steering (binding?) controls?

I'm looking for the page where you chose the type of steering and how fast the wheels turned after turning the steering wheel with the game controller. Direct, Pad, (something), (something); I forget what the last two were named. You could also set the graph as to what speed the effect kicked in and to what percentage it acted.

Is that control somewhere else in the game now? Currently, the setting appears to be on "direct" which makes it very hard to drive some of the faster cars.
