why are russian ip adresses banned

so i clicked on here like usual testing my free vpn options (i normally use england) and when i clicked on russian the site is banned

 

Probably someone has been banned while he has been using that ip address.

 

Does this mean that they started doing IP address banning?

 

Maybe, or then that russian ip can be on blacklist of some kind?

Or it just generally is not working.
