Why do lights not produce light with lowest lighting quality? (but in tech-demo it makes light)

The name says it all (wasn't too sure where to put it, sorry)

So today i noticed after playing techdemo cos Yolo.
the lights actually make light with lowest lighting quality, but in the paid alpha (i've had for months now) makes no light unless lighting setting is on Low or higher.

Why is that happening and will this be fixed/re-added?

It's been like this ever since i purchased the game too!

 

probably because it takes more GPU power, otherwise i don't know

 

Didn't in the tech-demo :/

 

I think there should be a different setting for light distance or something. My PC can handle light but not the entire lighting quality.
example: Car light distance low medium high, something like that.
