you would be able to run it pretty decently, like 40-60 fps most of the time on high settings, but you'd benefit more from getting an intel processor. This is coming from someone who has an fx-6300.
T series, likely a no go. Anything less than that should be fine. Its a 6 core chip, but BeamNG doesnt seem to play nicely with the siamese twin setup AMD use so 3 vehicles can easily be guaranteed but the 4th and upwards may depend on what vehicles you are using.

This will run 1-2 cars in BeamNG better, but the other will run more cars and is a better general gaming machine.
Really? i get 30fps with a t-series and I have the exact same cpu and gpu as you. Mines not even overclocked or anything
It's not bad at all for a pre-built, it's a well balanced build, and not overpriced. You can get better performance if you build it yourself though. The first PC you linked is a much better gaming rig.
I personally have always been against prebuilts, but being from the USA it's a lot easier and cheaper to build custom. This all looks like it would run the game okay, but I'm not too familiar with AMD CPUs and the frequency of the RAM isn't specified. With a build like this I'd expect 1600mhz, and if it's 1333 that's sad but not a big issue.
