Changes:
Flood Mod Support
- added support for @daniel-w's Flood Mod
- raises water level during rainy weather, lowers water level back to sea level during non-rainy weather
- speed settings and on-off toggle available in UI (off per default)
- these features only work if you have Flood Mod installed, otherwise they won't be available
- the weather system works without Flood Mod, it's not required
Career Mode
- weather in career mode now off per default, can be turned on in settings
- your settings from before the update should remain unchanged
User Interface
- changed UI design slightly
- swapped all helpmarkers in the ui to tooltips, let me know if you like this change or if I should revert it
- removed a helpmarker that displayed wrong information
Miscellaneous
- changed shadow settings, now off by default
- added fast mode (weather timelapse)
- added option to disable dynamic road conditions (I would suggest doing so when using fast mode to eliminate lag spikes)
- changed probabilities of weather events, this should make rain loops less likely
- fixed bug that random tornado spawning wasn't turned off after tornadoStorm event
