It wasn't quite that easy to spin the "Dirty" skin off of the "Dirty & Vandalized" skin, but it was pretty close! I'm having a bit more difficulty with the Cabster. Is that lower area skinnable?
I took a look at the UV and I'm afraid that the answer is no. That area isn't unwrapped at all on the second UV. @gabester maybe this area could be unwrapped in a future release?

Hopefully you won't take this the wrong way, but this applies especially to you since you have many problems and questions. If someone posts a picture which shows a problem and then they only write "huh??" in the post people will assume that they need help. "Huh??" is an indicator of confusion. There's no reason not to add an edge split modifier to whatever you are doing.
