Yes you can. Expand the front suspension, select race coilovers/race struts, then do the same for the rear.
I can sense you're into ratrods, so for extra low just remove the coilovers. Just know that you will lose the exhaust over every bump.
I think what you want to do would be editing the JSON files, so you can customize it more, to do that though I couldn't help, I honestly don't even know how to do it. Race suspension isn't available for every car, so that doesn't really work, and I would assume that he already did that. While that would lower the car, I think it would also make it more wobbly instead of stiff like he wants. Also, this thread is in the wrong place I think(not too sure where it should go but I think this isn't the place.)

I followed Slayersen's hints to drop the pickup: As you can see, I dropped the preload to approximately half. The frame is laying on the rear axle, so any more drop would require notching the frame. First I found the suspension files for the stock pickup truck (pickup_suspension_F.jbeam and pickup_suspension_R.jbeam). Next I found the spring portions, pickup_coilover_IFS and pickup_spring_R. After navigating to this part of the jbeam I looked for what Slayersen suggested, beamPrecompression. Sure enough, there it was. I saved working copies of both .jbeam files in my mods/vehicles/pickup/ folder to keep my work easily reversible, then edited the precompression there. That's it.
When I edited the suspension I changed pretty much all the Precompression in the suspension file, Is that what I'm doing wrong? I also tried to lower the front suspension of the bolide to about .7 of what is was originally but it still had problems with the wheels falling off, even though wasn't even lowering it that much.
Think critically - your typical vehicle has 4 spring groups, one for each wheel. In the case of the pickup each group constitutes one spring (the front is especially obvious since it's a coilover or coil spring). You shouldn't be adjusting bunches of different values just to change the preload on one suspension spring. I don't have any knowledge on jbeam, but a quick search on the wiki for "precompression" turns up this: Any beam can be precompressed. This just changes the beam's length by a relative factor immediately on spawn. 1.0 is default length, while 2.0 would be double length and 0.5 would be half length. Setting precompression on support beams can be useful if you want to allow a bit of contraction before the beam exerts a force. Precompression can be used on suspension beams to set ride height or wheel alignment. via http://wiki.beamng.com/Beams As you can see, the reason you were breaking wheels off is that you were shortening many or all of the suspension components.
