If you're okay driving around a beat up gas guzzler with missing parts, sure. However, given the fact that OP's mom suggested a civic I don't think a crown vic is something they'd be looking for, even if it was in good shape.
I mean, you could buy a parts car and get it running. I once saw a 2013 Chevy Suburban that was missing its engine for $1,000.
